“通過森林景觀規(guī)劃和國有林場改革，增強(qiáng)中國人工林的生態(tài)系統(tǒng)服務(wù)功能”（簡稱“國有林場gef項(xiàng)目”）是由全球環(huán)境基金資助的贈款項(xiàng)目，國家林業(yè)和草原局為國內(nèi)執(zhí)行機(jī)構(gòu)，世界自然保護(hù)聯(lián)盟（iucn）為國際執(zhí)行機(jī)構(gòu)，實(shí)施區(qū)域包括河北省承德市、江西省贛州市、貴州省畢節(jié)市。項(xiàng)目主要以選定的7個(gè)試點(diǎn)國有林場為主體，利用國有林場改革的歷史機(jī)遇，借鑒森林景觀恢復(fù)等國際先進(jìn)理念，編制新型森林經(jīng)營方案，探索形成一套有效提高國有林場治理能力、精準(zhǔn)提升中國人工林生態(tài)系統(tǒng)服務(wù)功能的機(jī)制體制；以選定的2縣1市為單位，探索編制森林景觀恢復(fù)規(guī)劃（即以林為主的山水林田湖草綜合規(guī)劃）；開展生態(tài)系統(tǒng)服務(wù)監(jiān)測，評估國有林場生態(tài)系統(tǒng)服務(wù)價(jià)值；加強(qiáng)宣傳交流、能力建設(shè)和經(jīng)驗(yàn)分享。

現(xiàn)根據(jù)項(xiàng)目需要，將招聘項(xiàng)目咨詢專家5名，其中3名國際專家，2名國內(nèi)專家，為項(xiàng)目實(shí)施提供咨詢服務(wù)。有關(guān)職位具體信息如下。工作地點(diǎn)包括河北、江西和貴州的項(xiàng)目實(shí)施區(qū)域，出差時(shí)間不少于總合同時(shí)間的30%。

一、環(huán)境和社會管理國際專家（environmental and social management system ）

（一）主要任務(wù)

1.為各級項(xiàng)目工作人員培訓(xùn)，包括但不局限于esms相關(guān)概念和工具的使用；

2.開展項(xiàng)目環(huán)境和社會影響評價(jià)，制定措施確保項(xiàng)目產(chǎn)生積極影響，減少或杜絕負(fù)面影響；

3.為下一步開展相關(guān)項(xiàng)目規(guī)劃提供支持。

（二）主要產(chǎn)出

1.參照iucn要求，完成年度項(xiàng)目esms評估報(bào)告及建議，并與iucn、項(xiàng)目方等密切業(yè)務(wù)聯(lián)絡(luò)；

2.編寫有關(guān)esms的培訓(xùn)教材和基于項(xiàng)目案例總結(jié)報(bào)告；

3.編寫esms簡明手冊和使用指南。

（三）資格要求

1.具有生態(tài)學(xué)、林學(xué)或統(tǒng)計(jì)學(xué)專業(yè)本科以上的學(xué)歷；

2.具有環(huán)境和社會監(jiān)測方面10年以上的國際項(xiàng)目工作經(jīng)驗(yàn)，熟悉iucn有關(guān)esms項(xiàng)目經(jīng)驗(yàn)者優(yōu)先；

二、森林景觀恢復(fù)國際專家（forest landscape restoration）

（一）主要任務(wù)

1.介紹和推廣森林景觀恢復(fù)，確保項(xiàng)目實(shí)施方、管理方和各利益方熟悉和理解flr理念和方法；

2.編寫有關(guān)培訓(xùn)教材，為各級項(xiàng)目工作人員培訓(xùn)，包括但不局限于flr的概念、原則、發(fā)展和案例等；

3.與有關(guān)專家合作，組織編寫flr國有林場理論與實(shí)踐，并向國際社會推廣和宣介；

4.技術(shù)支持2縣1市以林為主山水林田湖草規(guī)劃編制；

5.為下一步開展相關(guān)項(xiàng)目規(guī)劃提供支持。

（二）主要產(chǎn)出

1.森林景觀恢復(fù)培訓(xùn)教材（一套）；

2.編寫中國flr發(fā)展?jié)摿Ψ治黾斑M(jìn)展報(bào)告2019-2022；

3.編寫flr及其在中國的實(shí)踐。

（三）資格要求

1.具有生態(tài)學(xué)、林學(xué)或景觀規(guī)劃專業(yè)本科以上的學(xué)歷；

2.具有森林景觀規(guī)劃8年以上的國際項(xiàng)目工作經(jīng)驗(yàn)，熟悉iucn有關(guān)森林恢復(fù)項(xiàng)目經(jīng)驗(yàn)者優(yōu)先；

3.易于溝通交流，漢語流利者優(yōu)先；

4.能按照要求出差和指導(dǎo)項(xiàng)目收集和整理數(shù)據(jù)，形成高質(zhì)量報(bào)告。

三、景觀恢復(fù)機(jī)會評估方法國際專家（restoration opportunity assessment methodology）

（一）主要任務(wù)

1.培訓(xùn)和推廣roam，確保項(xiàng)目實(shí)施、管理和各利益方熟悉該理念和方法；

2.編寫有關(guān)培訓(xùn)教材，為各級項(xiàng)目工作人員培訓(xùn)；

3.與有關(guān)專家合作，組織編寫有關(guān)單位應(yīng)用roam的理論與實(shí)踐，并向國際社會推廣和宣介；

4.為下一步開展相關(guān)項(xiàng)目規(guī)劃提供支持。

（二）主要產(chǎn)出

1.為國家級和省級專家及項(xiàng)目人員培訓(xùn)roam相關(guān)概念和工具的使用；

2.編寫roam中國實(shí)踐手冊和案例；

3.編寫有關(guān)培訓(xùn)教材和培訓(xùn)報(bào)告。

（三）資格要求

四、項(xiàng)目監(jiān)測、評估和數(shù)據(jù)分析專家

（一）主要任務(wù)

1.建立數(shù)據(jù)庫，制定有關(guān)指標(biāo)體系，開展項(xiàng)目監(jiān)測與評估工作；

2.在有關(guān)工作人員和專家的支持下，收集相關(guān)數(shù)據(jù)信息并進(jìn)行分析，提煉項(xiàng)目成果；

3.指導(dǎo)項(xiàng)目工作人員，擴(kuò)大項(xiàng)目宣傳，為提升項(xiàng)目國際影響提供基礎(chǔ)素材；

4.協(xié)助完成相關(guān)技術(shù)報(bào)告、評估報(bào)告和數(shù)據(jù)分析報(bào)告；

5.為下一步開展相關(guān)項(xiàng)目規(guī)劃提供支持。

（二）主要產(chǎn)出

1.組建項(xiàng)目基本數(shù)據(jù)庫，編制項(xiàng)目監(jiān)測評估指標(biāo)體系；

2.編寫項(xiàng)目中期評估報(bào)告；

（三）資格要求

五、知識管理專家

（一）主要任務(wù)

1.與有關(guān)專家合作，溝通協(xié)調(diào)，收集和總結(jié)項(xiàng)目各種成果、知識等知識產(chǎn)品;

2.加強(qiáng)協(xié)作，增加項(xiàng)目人員之間的知識流動，促進(jìn)項(xiàng)目有關(guān)知識的轉(zhuǎn)化、利用和發(fā)展；

3.協(xié)助并指導(dǎo)開發(fā)項(xiàng)目介紹有關(guān)宣傳品，介紹項(xiàng)目并說明森林、國有林場、森林景觀恢復(fù)等的作用；

4.編寫有關(guān)培訓(xùn)教材，為各級項(xiàng)目工作人員培訓(xùn)，推動項(xiàng)目所有參與人員的能力建設(shè)；

5.與全球景觀恢復(fù)項(xiàng)目（tri）聯(lián)絡(luò)，完成tri對于項(xiàng)目結(jié)果框架的修正要求，促進(jìn)項(xiàng)目國際、國內(nèi)的交流，轉(zhuǎn)化、推廣有關(guān)知識，使其在更大范圍發(fā)揮作用；

prc-gef state forest farm project

(the 2nd batch, 2019)

“building climate resilient green infrastructure: enhancing ecosystem services of planted forests in china through forest landscape restoration (flr) and governance innovation” (shortened as “gef state forest farm project”, hereafter called “the project”) is funded by global environment facility (gef), with the national forestry and grassland administration as national implementing agency and international union for conservation of nature (iucn) as international implementing agency. pilot areas of the project include chengde city in hebei province, ganzhou city in jiangxi province and bijie city in guizhou province. based on the background of the historical opportunity of state forest farms (sffs) reform, the project takes seven selected sffs in the three provinces as pilot farms, to enhance effective management and build capacity of sffs through flr-based management plan, and eventually to improve ecosystem service of planted forests in china; secondly, the project will develop forest-oriented mountain-water-forest-farmland-lake-grass integrated restoration plans in two counties and one city ( i.e.) in the pilot areas, which integrate flr theory and local ecosystem; furthermore, the project will monitor and evaluate ecosystem service of sffs , and strengthen communication, capacity building and experience sharing during project implementation phase..
